When designing a logo or brand design, consideration should go to how the logo and image will be perceived by the customer, its meaning and the idea or impression it gives when representing the company or product. Also how it will be implemented, how it works at varying sizes and on the various media on which it will be displayed. I usually design and produce marketing collateral along with a logo design, eg. brochures, exhibition material or a website; but I can also supply a 'brand guidelines and usage' document.
